Scale is the relationship between an objects size usually compared to the scale/size of a human being. Human Scale is forms/designs that are roughly our (human) size. I found a picture of Mermaid Quay in Cardiff, United Kingdom that uses human scale where the statues of the girl and man are roughly our human size.

An artist uses scales in a piece to showcase how they want the viewer to see their piece, or how they want them to interpret it. A hand-held, human, or monumental sized piece of the same object each can have different interpretations or meanings when looking at them because of the sizing.
